When this design option is selected, VSP determines the number of inexpensive measurements, \(n\)', and expensive measurements, \(n\), when the VSP user wants to estimate the mean with the lowest possible standard error (standard deviation of the estimated mean) when there is a fixed upper limit, \(C\), on the budget for the \(n'\) and \(n\) measurements.
