When this design option is selected, VSP determines the number of inexpensive measurements, n', and expensive measurements, n, when the VSP user wants to estimate the mean when the variance of the estimated mean must not exceed the variance that would be obtained if the entire measurement budget, C, was devoted to doing expensive analyses.
