When the Null Hypothesis = Site is dirty:
The chance of deciding that a dirty site is clean when the true difference in proportions is equal to the Action Level difference in proportions. Example: If alpha=0.05, then there will be no more than a 5% chance of erroneously concluding that a site is clean when the site is dirty (equals or exceeds the Action Level).
