When the Null Hypothesis = Site is dirty:
The chance of deciding that a clean site is dirty when the true difference in proportions is equal to the Action Level difference in proportions. Example: If alpha= 0.05, then there will be no more than a 5% chance of erroneously concluding that a site is dirty when the site is clean (exceeds the Action Level).
