The chance of deciding a dirty site is clean when the true difference in proportions is equal to the upper bound of the gray region. Example: If Beta= 20%, then there will be no more than a 20% chance of erroneously concluding that a site is clean when the true proportion is equal to or more than the upper bound of the gray region.
