When the Null Hypothesis = Site is dirty:
The chance of deciding a clean site is dirty when the true mean or median is equal to the lower bound of the gray region. Example: If Beta= 20%, then there will be no more than a 20% chance of erroneously concluding that a site is dirty when the true mean is equal to or less than the lower bound of the gray region.
