Width of Gray Region (Delta) / Lower Bound of Gray Region / Upper Bound of Gray Region

When the Null Hypothesis = Site is dirty:

The Gray Region is the range of true differences in proportions where the consequences of deciding a clean site is dirty are considered relatively minor. The lower bound of the gray region is defined as the difference in proportions where the consequences of concluding that the site is dirty would be too costly, require too much unnecessary cleanup, or be politically embarrassing. The type II error rate is associated with the lower bound of the gray region.
