STEP 4: Define the Boundaries

Objective: To define the spatial and temporal boundaries that is covered by each decision statement.

Activities

* Define the geographic area within which the decisions apply

* Specify the characteristics that define the population of interest

* When needed, divide the population into strata that have relatively homogenous characteristics

* Define the scale of the decision making

* Determine when to collect the data

* Determine the time frame to which the study data apply

* Identify any practical constraints on data collection
